Like the Londoners of the first game, these people will steal resources, but are known to sabotage pumpjacks and refineries. After all, people have become used to the snow, so much that they can't imagine a world without it. A subfaction in your new city who rejects the change of global warming, and insists that the frost must stay. Subfaction: The Frostlanders (Or something like that).Potential change in weather might result in higher water levels, reducing the structural integrity of wood in structures.Hope for global warming? Receeding weather and use of pumpjacks gradually lower temperature.Or even maybe the possibilities of diesel cores might be a thing, due to the pumpjacks in the game. Afterwards, efficiency modules can be upgraded. In addition, the arc prompts you to spend steam cores permanently to reverse-engineer them. It could either involve you having to scout the ruins of Tesla city, Outpost 11, or Hawken's crashed plane to uncover some parts. This would either be a series of direct researches in the workshop, or a project similar to "Do less harm" and "The Automaton Project".Somewhere in the game, an engineer approaches you, saying that in order to expand the city beyond reasonable limits, more steam cores will need to be manufactured.Reverse Engineering the Steam Core (Story Arc): Then the transition to the main part of the game would be scouting to oil geysers/fields and preparing to relocate there, something like the fall of Winterhome but less hectic. This could teach the player the basic mechanics of the game by stats, and upgrading.
